If fraglimit was not reached before the time limit, server will move onto next map, even if there is no players in the servers.

Alternative explanation:
When the time a game have been played reaches the timelimit variable the game ends and the person (or team) with the most frags win. If a server admin dont want to use a timelimit he can set it to 0. The game will then play forever (if no fraglimit is set).
