0.9 produces a kind of effect when you wake up in the morning
0.5 causes a double vision effect

The perception of the motionblur, another way of saying it, the ghosting, the double vision, the scale of the blur.

values above 1 are prone to 'implementation dependant' results. In other words, it might have darker edges, it might wrap, or it might be filled with random values. The primary reason why above 1 is not prevented is because the behaviour on my ati card was pretty funky.
