Whichever player reaches the "fraglimit" first, the server moves onto next map, unless the timelimit was came before the fraglimit.

When any player on the server reaches the fraglimit value he wins that map and that game ends. If a server admin dont want to use a fraglimit he can set it to 0. The game will then play forever (if no timelimit is set).
