This cvar specifies the filename to use for server rankings. FTE's ranking system can be used to track a few things, winning players, admins, overall kills, persistant stats (leave server and comeback and have same weapons as when you left), and variable admin access levels (read the restrict command).
If set, this will activate the rankings system, and users can use "cmd topten" to see the top 10 ranked players.
