Enables/disables all particle emittance for textures

Download "rain.txt", put in quake/id1 folder, rename it from "rain.txt" to "rain.cfg" and load up FTE. Once in FTE type "r_particlesdesc rain" and load up dm3 for example (map dm3 in console) and go to an outdoor area like the MegaHealth area or the Pentagram area and watch a downpour. :)
